Is it true that if a van is scrapped the tax refund will be sent automatically to the registered keeper? I am asking on behalf of my elderly Dad as he is worried the scrap facility he sold the van to, will register the van in their name, thereby gaining the refund. Is it possible for them to do that?

No, if they register it in their name, the outstanding tax would automatically be sent to your Dad. That happens now whenever a vehicle changes hands.

when i scrapped my old car last year, they stamped section 9 of the log book and gave it back to me to send off to dvla.

It might be worth checking they are advising the DVLA before the end of the month, as they only refund for complete months.
