Nooooooooo!!!
no. As said, never do anything a pop-up offers.
Are you running AVG free on your pc?
If so, you may well receive a notification from the AVG icon in the Notification Area of your Task bar, ie not a pop-up as such.

I get these occasionally and the are genuinely from AVG. Up to you whether you want to try it out or not. Generally I decline the offer, my pc doesn't need a speed up.
The amount a PC will be "speeded up" by one of these programs is so small you will hardly notice it.

The "best" way to speed up your PC is to reinstall Windows and get rid of all the "crap", however I realise that is a big step for most people.

I'd agree with that. I tend to re-install Windows about once a year just to get rid off the rubbish that accumulates.

As indicated by Zacs-Master, clean-up apps are scams.

Also, SlackAlice has shown that AVG is offering a free Trial of its app.

My opinion is leave well alone.
