padlocks for spare wheels

I bought a Rav4 a year ago and I have already gone through 2 padlocks for my spare wheel.Each time they have gone rusty and had to be cut off. I have asked at my local Toyota garage and the best that they could suggest was a cable tie and having a pair of scissors handy.Does anyone have any better suggestions or is there somewhere that supplies a padlock for this kinda thing.

the padlock on my garage has been on 3 years n never needed oiling its a yale one maby try one of those, if i remember rightly rav 4s have those silly little rubber coated ones but i suppose the rubber stops any scratches, maby try another one but coat it in that spray on white grease n try to remember to give it another coat each time you wash it. hope this helps

Is the spare wheels held on by wheelnuts if so how about getting a set instead of a padlock
