At the beginning of the roadworks on the M3 there is a sign stating that they are creating a Smart Motorway. What is a Smart Motorway?

I think one feature, maybe the main one, is it monitors traffic and then signs will allow the hard shoulder to be used or speeds to be restricted depending on traffic
