Sadly, this sort of behaviour is what goes for normal these days amongst a significant number of the population - just watch the Jeremy Kyle show if you don't believe. The audience baying for blood as J attacks an unfortunate dysfunctional family member.

It does indeed (as has been stated earlier) hark back to Victorian times, when people used to go along to Bedlam to laugh at and taunt the inmates who were on public display. Just one more example of the dumbing down so prevalent now.
