Is it true that all phones purchased with a Three contract are unlocked to any SIM??

Nope. If the phone is subsidised (which most of them are) it will be locked to the network. From their terms and conditions:
"5.4 Devices which can be used to access Three Services may be locked to our network. "
TheChair is absolutely right.
According to the Three blog, and at least one other site, any phone you buy from them now is unlocked. They have been doing this since April last year, and if you have an older, locked, phone, you can get an unlock code from them for free.
