I can provide you with an experience of a friend of mine regarding their telecoms division.
Like all telecom providers, repairs to the network are carried out by BT OpenReach. My friend was billed by UW for a repair to a break in the telephone cable that was outside the property. BT are responsible for and own everything that is on the exchange side of the master socket in domestic and business premises and UW claimed that BT had charged them for repairing the fault and that they were merely recovering their costs liability. Despite numerous phone calls, they were adamant my friend had to pay and appeared to have little knowledge of how the infrastructure worked.
I had to put my best solicitor's hat on to get them to back off and accept their responsibilities by cancelling the charge. nevertheless, no apology was forthcoming.
I understand UW have a particularly strong following in the Yorkshire area
