For example this year all London Boroughs were elected, but other boroughs elected only thirds. In the old days there were elections every year and a term of office was 4 years (which it still is, technically MP's are elected for 5 years maximum but the PM can cal an election any time they want).
Each ward usually had 3 councillors, one elected each year and on the fourth year the County Council election was held. This is ofter the year the General Election is also held.
District Councils, usually smaller areas either have all elected at once or half every two years.
