I know the answer, but how does the clue decode?

Thanks all. Above me too. I would not have equated "mark" to "appropriate."
Even checking some Thesauruses, they don't match, but I do accept the loose meaning. In fact, I found "earmark" as a synonym to appropriate, but not mark.
I still think that the compiler is warped and I am not quite!
