Gas Safety Checks

The pipe doesnt actually come inside the flat, the meter was on the outside, & the cap is visible in the otherwise empty box. I have also been informed that if the supply were to be reconnected, those doing it would carry out a check before doing so. If there is no gas actually reaching the boiler right now, what if anything would it still be necessary or indeed possible to check?
