I get the sense that it's the other way round. The public want to whip the government up to take the problem more seriously.
It's always unwise to use words like this though as it deflects attention away from the issue. People still remember Thatcher's use of the word 'swamped' when talking about the public's fear of being swamped by immigrants. Large numbers would have been a better phrase
