Can I Dispute Disabled Parking Fine?

My wife has just been fined �20 for parking in a disabled parking bay by our local council at our local Asda.
This space up until recently was a family parking bay. The Bay now has a sign post to say it's disabled only, but the sign painted on the actual bay has been painted over the old family sign, making it a bit confusing to any one who hadn't noticed the sign post.
Can this fine be successfully disputed?

Whilst I hate to see able body folk using disabled parking bays you may have a case. All I can suggest is you provide photographic evidence of the parking bay in question, include a written letter of explantion and state had it been more clearly marked your wife would not of parked there.

Whilst I agree with PhilBy I would like to point out that many, many disabilities are invisible to the casual observer.
