how do i add this to power options tried with cmd promt with "powercfg -h on as seen on the web but not regognized

you missed off the end bit:-

powercfg -h on

(just tried it and it worked for me - use 'off' at the end if you want to turn it off again)

thats what i put in "powercfg -h on" all i get is unexpected error 0x65b function failed during execution

That's because you didn't open the command prompt with administrator rights. (Assuming that W10 works the same way as other versions of Windows, right-click on 'Command prompt' under Programs > Accessories).

i cant get cmd with "admin rights" its not on the option and i am the admin but got your link and now added to the power options

ok now i have found how to get cmd admin you have to click on comand promt in windows system to open options
still finding my way round 10,lol

sorry i couldn't really help - i possibly changed settings a long time ago to always run commands at an admin level and those settings have carried through the various updates but i must have forgotten doing that
