Am I allowed to attach anything to my side of my neighbors fence to enable my plants to grow?

You should ask them first, if they say no then you can't.
There is nothing to stop you putting your own fence up parallel to it.
Even if they agreed they could destroy your plants at any time if they wanted to replace the fencing. Some trellis parallel to the fence would be more suitable and save your plants should the neighbours decide to change their fencing.

Thank you both I was thinking of adding trellis but screwing it to my neighbors fence to add a bit of stability.
Ask them first, you don't have an automatic right.

I prefer retro's idea of self standing trellis
codswallop -knock in a few small posts ( 2"x 4" would do) then attach the trellis -the plants will soon cover everything up .
Why not plant something self-clinging like Virginia creeper, if challenged you can say 'you' didn't attach it!
