If something / someone is unkempt is it not logically possible for something / someone to be Kempt?

Yes it is, and the word exists, but has fallen into disuse.
You're descripit and you can bearly be described as flappable I'd imagine?

if you read JD's ref they say it is a back formation

which means in short that someone has thought like you and just chopped off the /un/ and said to himself - o useful new word !

o h yeah know tons - they leave everything flapping in the breeze
and fly around like sea gulls
Flappable is an adjective so it can't be a person, Peter.
And you rarely hear of someone being combobulated anymore.
You might speak of "flappables" or "unflappables".
Gruntled is another that I'm a bit disgruntled about to see falling from everyday usage.
