The trouble began when the Tory government of the time sold off the old SB, and passed an Act of Parliament, in order to raise the money needed to build the new SB. There is a formula involved, that allows for the Tolls to soar upwards each year, until 2018 when the bridges are supposed to fall back into public ownership.
Its been a bone of contention for years, and there is still confusion about what will happen in 3 years time. £6:50 is just too much. Its £19:60 for a lorry, which is disincentive to firms wanting to set up business in Wales.
