Descriptions of the colour blue often say Powder Blue, powder is usually pink or white and why Baby Blue, babies are many colours but never blue.

I may be wrong but, aren't they referring to Baby's eyes as in Baby Blues?
"Baby blue" is the shade of pale blue traditionally used for boy babies' clothing.
PG, 'baby-blue' originated in the USA, based as Paul says on eye-colour. I don't know whether they still use the phrase in this second sense, but "baby-blue-eyes" was also a name given there to nemophila flowers. Guess why...they're blue and white!

'Powder blue' comes from smalt, which is a form of glass with a bluish tinge caused by the fact that it contains cobalt oxide. Artists used to crush this glass to obtain a blue powder for making blue pigment. Hence, 'powder blue'.
