But MS claim to have fixed it in an update on August 5th (not that that helps if you can't get to Windows Update!).
You could test an alternative method of accessing the Windows 10 'Settings' Panel as follows:
- Right-click (as opposed to the usual Left-click) on the 'Windows Start' icon
- Select 'Run'
- In the 'Run' window enter the command:- "ms-settings:" (ensure the colon character : is included as shown) and select "Ok"
