A council is planning to introduce this, according to a report on the wireless this morning. It may be OK in the cold of Winter but in the Summer heat won't there be a health risk apart from the smell?

Having said that, I hope he's wrong.
The big problem with this is if through being on holiday for example, you miss the collection. Then your rubbish isn't collected for two months, very healthy.
From what I can gather it is only the landfill bins that will be reduced to collection every 4 weeks, to encourage people to recycle more.
Sandy, on health Issues I would get your local paper involved in this, depending on your area, it's inviting Foxes / Rats to increase.
All ours gets collected weekly. We're only allowed two general waste bags per household which I struggle to fill.

What annoys me is the amount of space the boxes take up.
I personally think it's a ridiculous idea. I remember seeing maggots around the rims of some bins round here this summer, imagine how much worse it would be every four weeks !
I often wonder if anyone has done a comparative study of the rise in cases of cdiff and other superbugs in hospitals, and the longer intervals of waste collection by local authorities. It might be a case also of hospital staff handling their waste containers, that have obviously been handled by the collection operatives, (used to be called dustbin men) before they go into work whilst wearing hospital uniforms. We should all have the choice of opting out of the enforced regimes introduced by councils, with a reduction in council tax. We could then employ collection by private companies on a weekly basis. The private companies are subject to the same regulations as the councils but have no political agenda or pet project axe to grind.

I thought that was banned, it is 'round our area, Uniform not to be worn to and from work!
It should be banned baldric. But as far as I know it is not the locally. I know it was not banned when I was in hospital. I hope it is.
This is in Fife, I take it, and it is an experiment.

I can't see where it actually gives the full details.
And it doesn't necessarily explain the full picture.
For example, I notice that it is reported above that parts of Cheltenham have re-introduced weekly bin collections, but Cheltenham, like I am sure many places, has WEEKLY collections as a matter of fact, but they alternate recyclable and non-re-cyclable collections, and food water is collected weekly.

"food WASTE" (!)
