Concerned About A Young Bird.

There is a nest in my satellite dish, which has been used by collared doves.
Currently there is 1 adult on the nest, but just below but not immediately underneath, there are 2 steps. There is a young bird that has been huddled in the corner of the first step since yesterday morning. I checked as soon as it was light enough, and it is still there. Is there anything I can do to help it?
I would say that it is about half the size of an adult and has feathers but with a few downy fluffy bits left.

Collar doves are quite intelligent and will probably spot you looking out of a window. We have had collar doves nesting in our garden for many years and we rarely see them visit the nest to feed the chicks. If you can put the chick off the ground somewhere near the nest it might help, but to much interference might put off the parents.
