I wouldn't touch anything to do with Talk Talk, previously Tiscali with a barge pole.
I was with them several years ago; one evening I phoned them to ask if I could pay my account by Direct Debit. I was informed that would be no problem. About twenty minutes later I found they had closed my account and consequently I had no access to my emails.
No matter how much I pleaded with them to reopen my account and let me have access to my emails, I was told the computer said 'No'. I'm still waiting for them to apologise and reinstate my emails.
What do you think the chances are of that happening?
This company is probably OK if everything is running smoothly, but the slightest hiccup - and you're on your own. Good luck!
