Uploading Photos Problems With Apple Ios 9

My step daughter is travelling the world and in doing so is writing a blog. For the last 12 months she's been successfully uploading photos to her Ipad using an official Apple SD card Reader. However, since installing the latest Apple IOS 9, when she tries uploading, the images are shown greyed out and cannot be viewed or used. A search via Google shows many have the same proble, One person suggests reformatting the SD card which solved their problem, but that would mean losing photos that she cannot retake. Is it possible to re-install IOS8? Or does anyone have a solution? I believe Apple are aware of this problem. I have limited access to internet but will check this afternoon for any answers. Thank you

It is a known problem without a fix at present, other than reformatting. Can she offload her pictures to another device?

Thanks Milvus, its what I suspected but hoped there was a fix. She is travelling light and only has her ipad. She is in a very deprived area of Bolivia volunteering and tech equipment is sparce I think. I am not very tech savvy but if she was able to download the photos from her SD card to someones laptop (if anyone has one), is there a way those photos can then be transferred to her ipad from the laptop? I guess that if she could copy them from the sd card to someones laptop she could then use the laptop to access her blog to upload selected photos. She might also be able to access some kind of storage facility (Cloud????) to "save" the photos which would then enable her to clear the SD card to reformat it? Dodes any of that make sense/is possible? It seems crazy that Apple can release a new and supposedly BETTER IOS version that then screws up something that lots of people use their ipads for.
I guess there's no chance she could get hold of another SD card?
If she can load them on to a pc/mac the they could be returned to the iPad by sending them back in emails. It seems in some cases it's due to the amount of photos on the SD card, but I don't really know if that's true. There might be some size limitation in OS9. Certainly the reformatting seems to work. But as each make of camera is likely to format slightly differently there must be more to it than that

Thanks again Milvus and Woofgang. Where she is in Bolivia, getting a new SD card might not be easy. Lets hope she can get hewer hands on a laptop. Her blog has become an integral part of her travels, which she hopes later to turn into a book. Her blog was recently voted one of the best on a travel website, which perhaps highlights why I'm trying to help her solve this problem, and keep the blog updated.
On the topic of reformatting an SD card, is this something that is done within the camera itself, or does that also need a PC? Thanks for all your help on this.

Just an update. She has no way of borrowing another device so Apple has screwed up her blog as far as the photos go on her SD card. She will try and get another SD card for new photos and hope that works with IOS 9
