If you have a next of kin that suffers from senile dementia and you do NOT apply for any sort of power of attorney, does the care home/social services have the right to take the payment for her care...

Had a renewal notice for building insurance for my company. They have charged me VAT as well as IPT. I thought insurance of this nature was exempt from VAT? I can't find any relevant info on HMRC...
