can the police operate a speed camera from a council van?

i was driving along a stretch of road which isnt in a built up area. i thought i was driving at 30 ish mph in my motorhome. the was a black car in the distance and what i could tell as being a council...

is it legal for a single police officer, in an unmarked car to operate an in-car speed trap and issue on the spot fixed penalties, [3 points and ?60 fine ]. my young daughter was very worried about...
