Roadsigns that say RVP

Can anyone tell me what the signs that say RVP mean that are found at the side of Motorways etc, I'm guessing it's something to do with Rail Access but I'd be grateful if anyone knows what it is...

Shopping Centre on Primeval

Can anyone tell us where the shopping centre is that was featured in "Primeval " on ITV Jan 12th please. We've worked out that it isn't Newton Abbot.....LOL
