Pictrue in Picture

I just bought a Samsung LTD with picture in picture but when I press the button it says unavailable. In the menu the Pictrue in Picture option is grey out.

Flickering horizontal lines...

Even after spending a small fortune on better quality scarts, I am getting (ONLY WHEN SWITCHED THRO' TO THE VIDEO) flickering, horizontal lines, which transmits to any videos I record and it's driving...
