'Charge' on a house to prevent it being sold

Hi there I probably have the terminology incorrect but where can I find info - or the relevant website - where I can apply to put a 'charge' (think thats the word) on a house. This prevents the house...

going to america soon was just wondering if the exchange is better in america as it is not very good down here the best i got is 1.37. any ideas anyone
