What is going on with my jpegs?

I'm running Windows XP. I keep my jpeg photos in a selection of folders, and among the options that come up when I open a folder is 'Picture Tasks', including 'view as slideshow', 'copy to CD' etc....

I've got a new Plustek scanner and tried to scan a negative. It converts it to positive, but it will only make it a Tiff file. (Gigantic, but I expected that.) How can I convert this to a JPG file?...
