HOW DO I GET A DRINKS LICENSE IN ORDER TO SELL ALCOHOL VIA MOBILE SERVICE?

ever since i have been running win xp my win dvd runs really slow or not at all overlay error tried reducing resolution but didn't work. any answers?

Can someone please help me, my modem keeps disconecting and I have tried everything that tiscali have suggested but still have the problem.
