logging off problem

sometimes when I log off and close down my laptop it just will not close down and turn off

When a broadband ISP offers 3GB a month usage, I don't know what this covers? Does surfing use it, or Is the 3GB for downloading - at the moment I have dialup so have no idea of what to choose for...
