Has anyone got into the usa,after being turned down for a visa.

I have heard 2day ,that if my partner gets a new passport the numbers on it will change.And if we did decide to go to Florida customs would never know that he has been turned down for a visa .How true...

My boyfriend got turned down for a usa visa.Does the airline or customs know that he has been turned down.shall we just risk it any advice would be great thanks
