What is the season for wasps?

We have recently seen alot of wasps with orange backs.I was wondering, what is the season for wasps, and what could this breed of wasp be, as it isn't the normal colour.

galls found on trees containing the larva of certain wasps (3,6) So far the letters I have are D_K_ _P_ _S
