Whats wrong with my Jim Dunlop Crybaby Wah?

When I turn it on it doesnt sweep with the pedal it just produces one tone like its stuck in one position?

Commercial and Domestic voltage.

Does anyone know what the voltage is for domestic electrics and what the voltage is for commercial/industrial electrics? and also, why are they different?
