2D light bulbs

Do 2D light bulbs flicker on in a couple of seconds like florescent tubes do or do they take a couple of minutes to warm up like energy saving bulbs?

I was driving back from the shops today, and I saw a toilet on the grass verge. It obviously belonged to someone who was refitting their bathroom. It did look funny.
