infrared heat lamp

does anyone know if it is possible and safe to put an infrared heat bulb into a desk lamp (the type on a metal arm that you can re-position to suit)?

dressmaking query.

I'm about to make an evening dress and I want to make it on the bias for a nicer flowing look.  Should I lay the pattern on the fabric on the bias to cut it out?  I know this might sound...
