Can someone help me with an obscure movie?

The movie is about a man in a wheelchair (I think he has no legs) that has Gun's and Bazooka's strapped to it. The movie is quite old, probably late 70's, early 80's.

I have seen old adverts and opening Logo's from the 80s that use this form of animation that makes every thing on screen glow. How is this done?
