Wat do i need to move my pc?

I currently have a 500 broadband connection with Kingston communications (to whom i am tied). I understand that i have to have my modem connected directly into the phone socket to get max performance....

I have been looking for a utility that will allow me to use any picture on my pc as wallpaper inside any folder instead of the plain white background. I did find one program but that tiles the picture...
