Jammed Front Door

My front door has jammed. The lever just above the lock will not retract back so the door won't open at all, however much I move the handle to try to make the lever go back in. Has anyone got anyideas...

cracked paint

Have painted walls with emulsion. in one or two places the paint as got some fine cracks in it now that its dry almost like a crackle glaze. anyone know why. Thanks for any help.
