Out of sorts Budgie

I have a Budgie that is now in the region of 9 years old. She has never been able to fly and has never really tamed, although, she has always been very vocal if I forget to change her seed and whistles like mad sometimes, as if acknowledging me. She is in a large, deep based cage and since last night has spent most of the time on the floor of the cage, and seems to find difficulty in hopping above the plastic surround to the cage bars where she usually climbs around the cage bars and then to one of the perches. She is usually found sat on the perch quietly musing aor preening. I wondered if anyone could explain what may be wrong with her, my main worry being her ability to get to her food and water which are now above her.

Last night I totally cleaned out and refurnished her cage, I left her to it, [she is in a sepearate room to where I spend most of my time]. Checking on her later, and then again this morning, She seems to have "perked up" and is back in her usual perched position, I heard her whistle earlier, so I shall keep an eye on her. The last time I took a Budgie to the vet, [seemed to have a lump under his undercarriage] and was wobbling around like a kelly, the vet said to leave him and let him die naturally as there was nothing he could do. I brought him home, opened the cage, and he sat at the cage door and did the most enormous "movement", and had a good fly around the room. He lived another 12 months and passed away suddenly. Things look brighter today, thanks.
