house training

I have two small dogs. My older dog loves going outside and had no problem doing his duty out there. My little dog will come outside and go for walks, but he will not go to the bathroom outside he will only go in the house on his puppy pads and that is not always the case. He misses once in a while which is very dicouraging. I've tried everything. Any suggestions?

if the training pad aint near the back door the put them there then slowly move it outside

that's the problem with puppy pads....they teach pup that its okay to go in the house!
