Shrieking pet birds in neighbors garden

This morning i was woken up at the crack of dawn by a weird screaming sound and on further investigation i noticed that the neighbor had a flock of roughly 7 peacocks strutting around her garden making a loud noise which maybe okay in a kenyan safari park but is totally out of character for a detached house in watford. My cat was nearly attacked in her garden by the gang of birds and has now came in an is refusing to leave the couch.
This afternoon she was seen walking down the street with leads around their necks and everyone had top cross over the other side as people were obviously scared at her menagerie of shrieking birds and what's more is that the birds fouled the pavement on several occasions and she didn't clear the mess up even though she walked back on the same side passing her birds mess.
I never even knew peacocks were allowed as pets so is this legal, do these birds carry any diseases that we the public should be worried about and if this noise continues in the mornings or indeed night or if my cat is attacked who should i call?

Trimeserus well i certainly wont be divulging any of my personal details to a stranger on the internet, why would you think such a thing?
Regarding the cat, do you honestly think domesticated wild animals can be done for tresspassing? Does this make sense to anyone anywhere?
ive already said that i don't think your cat will venture into your neighbours garden anymore, so hat problem will be taken care of.
This problem will solves itself, your moggy will not now go into her garden because cats are quite bright and will avoid being attacked if at all possible, so hopefully it'll do it's deeds on your property ( and I'm a cat owner/lover but don't have a lot of patience with people who think their animal has a right to ' go wherever it likes). Likewise the hyuman mind is a wonderful thing and after a few weeks you'll get used to your new dawn chorus and won't wake up, and hey presto it'll just be like it has always been that way.
Never heard such moaning unlikely nonsense in my whole life.

Well as my cat has been spooked i'd be totally inclined to agree with you boo.
Snags yes that is a balloon representation of a peacock but the ones next door look more like this.

This is bordering on insanity now, so when people don't like cats they get a gang of pricey peacocks instead of a dog? Do you know how ridiculous this sounds? Guard peacocks?

Geese make very good guard animals too.

Photo of neighbour walking peacocks on a lead, please. The papers would pay good money for that.
We used to have ' guard geese' so not stupid at all, why can't you just live and let live a bit eh?

Nox i have no problem with wildlife unless of course they are violent, noisy or have dangerous diseases which these peacocks tick 2 boxes.

Trimserus do you always judge strangers and situations which you know nothing of other then maybe your experiences or assumptions? You know nothing of me or my cat, my cat is old, blind in one eye and hasn't a violent bone in her body ill have you know.
