Can anyone tell me the lowest water temperature one would expect to see, in the wild, the common European frog actively swimming?

Very close to freezing. They will spawn in ponds that can still be partially covered with ice.
Yeah, as their natural habitat stretches to Scandinavia and northern Russia, they must be able to stand some very cool temperatures.
I have seen frogs swimming in water that had a crust of ice and they can move pretty damn quickly too.
