at the start the wheel goes nowhere until the hamster starts running. When another hamster gets on it stops again until they both start running.

I suppose it could be powered by Illuminati lizards - they're hamsters' natural enemies.

It appears to be a pet powered top like structure to me. But even if it were powered they obviously like it and go back for more. Probably gives them a funny turn.
