If air is rising in one place it is sinking in another due to pressure trying to equalise itself. Sinking air is getting warm and can hold more moisture so it is unlikely to rain. Most deserts are in areas experiencing sinking air whilst the rainforests are in area of rising air. A very simplified version but it may help.
