A relief map.
Not that I am an expert but I do land searches for housebuilders as a sort of hobby / sideline. I believe a map with a raised surface is called a relief map. The OED defines relief as: a method by which the design stands out from the surface. Hope that helps.
I believe the term is "raised relief", however I call them "tactile" while my husband insists touchy-feely would be the more technical term.
