Dog Licence

Did anyone hear on the radio a few days ago about a dog licence for walking three or more dogs at once. I didnt hear it, but someone has told my husband about it, and I cant find anything anywhere - other than in Camden a licence for walking four dogs or more?

I was at work the other day and heard snippets about this story on the radio. I think that it was on Radio 2 and that the story was in Camden and one other area in London.

They were talking about people walking 11 dogs and one 'walking' 7 whilst on a bike!
