he is not trained, he needs training
Your dog thinks he/she is leader of the pack. You need to establish you as the leader. There are various ways of doing this. Make the dog sit before you put the lead on. Every time they get ahead make the dog sit and wait until you are level. Say "heel". Praise correct behaviour. Also never feed the dog until you have eaten at least something yourself and never leave the food down. The pack leader has access to the food. Lastly, make sure the dog come into and leaves the house after you. There are some brilliant programmes on at the moment. Just because they are extreme doesn't mean they aren't useful. Good luck. I'm really jealous...I love King Charles Spaniels.
and when he pulls turn around and walk the other way, and keep repeating until he stops...........what kind of collar are you using?

You could also try keeping him to heel with a treat - keep him on the left hand side of you, with the lead in your right hand, so you have your left hand free to give you some control on the lead and give it a quick jerk back until he gets the message. When he walks to heel tell him he is a good boy, some fuss and a treat - there is no quick fix and it takes a lot of patience, but if you persevere he will get the message.

You should also try obedience classes
Had a CKC for 7 years and I never managed to break the 'pulling' habit especially near water.
I had a C.K.C.for 14 years...Buy a halti, less problems no more pulling just be patient untill it gets used to it.
