We have 2 cats, mother and daughter,
they sleep together and are in constant contact,
mothercat is fine and clean,
daughter cat, is constantly infested with fleas and (which im guessing , caused by them) scabs all over her body.

why is it that mum cat doesnt catch them?

The daughter probably suffers from a flea allergy, which makes her scratch herself raw when the fleas get on her, and the mother presumably doesn't, so you wouldn't notice them on her so much.

Try Frontline spray from the vet.
I would second that opinion. A lot of cats are terrified by sprays though. You can get liquid Frontline that comes in single dose tubes. You put it on to the back of the cats neck . A place where the cat cannot lick it off.You can get Frontline on th internet at half the cost of what the vet will charge you. Just google Vet UK. It takes about 2 days to reach you and postage is free.
depending where you are in the uk you can now get front line from pets at home and if you are in the south pampurred pets. but some people say frontline is not that strong now, there is another one but cant think of the name. also you can get johnsons 4 fleas which is really good if you have a big problem, as you can use them and use a drop at the same time. the j4fleas start working in 15 mins and will kill all fleas and eggs within 24 hours, which gives you a head start when defleaing them.
Dont forget their bedding area will probably need treating at the same time
