Oh yes! He lives with Santa Claus at the North pole. When Santa hibernates in the summer the Toothfairy appears and poofs Bugsy to America so he can star in his cartoons. At the end of each summer G. Bush finds out that Bugsy has no workpermit for the US so he kicks him back the the N.P.
This has been going on like that for 100s of years.
