However, some birds such as ostriches and many waterfowl do have an appendage which could be called a penis but this is not used to pass urine, only spermatozoa. This appendage which is a growth from the cloaca is necesarry for transferring sperm as these birds mate in the water or their body form makes the usual method impossible.

They don't look for a penis sp1214. The ovipositer that ends in the cloaca can be distinguished from the vas deference tubes which also ends in the cloaca, by an experienced chicken sexer. You'll notice that they squeeze the backside of the chicken and so almost invert the cloaca for the examination.
